
In any hierarchy, people are more keen on convincing the higher ups why it isn’t possible. Wish even half of these efforts would go into convincing the people below them to execute the activity. And this isn’t a deliberate planned attempt at the first go. It is a gradually evolved thought as you find convincing one person is easier than convincing too many under you and the effort it takes to execute is also higher. So convincing the higher ups might sound to be the easiest to resort to.
